PURPOSE: An emergency call establishment system and a method thereof are provided to request an urgent call establishment by appropriately selecting an available respondent. CONSTITUTION: An emergency call exchanging device(200) receives an emergency call attempt request message from a call exchange apparatus(100). The emergency call exchanging device retrieves call attempting information and respondent information suitable for the call attempting party from respondent information which includes one or more respondent access information. The emergency call exchanging device requests the establishment of the emergency call with the respondent according to the access information of the retrieved respondent information. |
