<P>PROBLEM TO BE SOLVED: To provide an underwater construction method for an inorganic anchor, which simply and quickly adjusts the inorganic anchor when necessary and simply and efficiently executes construction of a small amount of inorganic anchors, while preventing the inorganic anchors injected in the underwater drilled hole from drooping. <P>SOLUTION: In the underwater construction method of the inorganic anchor, liquid is introduced through a discharge port into a cylinder with a discharge port at one end, a piston wall movable toward the discharge port within the cylinder and a cartridge accommodating hydraulic composition powder within the cylinder, in construction of the inorganic anchor in the underwater drilled hole of a concrete structure. Then, the cartridge is applied with vibration to stir and blend the hydraulic composition powder with the liquid for adjusting the inorganic anchor within the cartridge, and the piston wall is moved to the discharge port side to fill the inorganic anchor from the discharge port into the underwater drilled hole.
