PROBLEM TO BE SOLVED: To achieve subtractive color at a high compression rate and with high image quality by enhancing the accuracy of calculating a color number and improving the accuracy of determining a compression format. SOLUTION: The image processor divides image data into a plurality of areas, calculates a color number in each area, selects a representative color value of an area on the basis of the calculated color number or an inputted color number, generates index image data obtained by replacing each color value of the area where the representative color value is calculated with the representative color value, performs image quality evaluation between image data of the area where the index image data are generated and the index image data of the area, selects the calculated color number when an evaluation result corresponds to a preset evaluation value, increases the color number when the evaluation result does not correspond to the preset evaluation result, and selects a representative color value again on the basis of the increased color number.
