PROBLEM TO BE SOLVED: To supply a large charging current to the other active part immediately after charging is started when the charging to the other active part is carried out from a state in which one active part of two kinds of the active parts is charged. SOLUTION: A driver IC 47 includes a charging discharging route 53 which connects a charging-side constant current source 50 with a discharging-side constant current source 51, a first connecting route 54 which branches from the charging discharging route 53 and leads to a first electrode 43, a second connecting route 55 which branches from the charging discharging route 53 and leads to a second electrode 44, and three switches SW1-SW3 set in the charging discharging route 53. In a charging state of a first active part 35, while the charging-side constant current source 50 and the electrodes 43, 44 are blocked with the third switch SW3 being OFF, the first switch SW1 is turned ON and the second switch SW2 is turned OFF to prior start discharging of the first active part 35.
