PROBLEM TO BE SOLVED: To provide a charging device that sufficiently removes electric discharge products without reducing electrostatic chargeability and prevents an image defect caused by the electric discharge products. SOLUTION: The charging device 5 comprises a charging means 51 and an electric discharge product attracting and removing means 52. The charging means 51 comprises a shield case 511 having a shield opening part 511a facing a photoreceptor 3 with a predetermined gap, a discharge electrode 512 provided in the shield case 511, and a rotary shaft 513 parallel to the rotation axis of the photoreceptor 3. The electric discharge product attracting and removing means 52 comprises an attracting layer 521 made of an attracting agent for attracting the electric discharge products. It is provided below the photoreceptor 3 in the vertical direction. The charging means 51 is rotatable around the axis of the rotary shaft 513 so that the shield opening part 511a is displaceable from a position where the shield opening part 511a faces the photoreceptor 3 to a position where it faces the electric discharge product attracting and removing means 52.
