PROBLEM TO BE SOLVED: To provide a switching method of arbitration priority, an arbitration device, and a processor capable of fluid and dynamic detailed switching of arbitration priority according to the class of a request. SOLUTION: The switching method of arbitration priority monitors the classes of input requests, the number of continuous requests of the same class, and the number of occurrences when the number of continuous requests exceeds the predetermined number of continuous requests. When the number of occurrences exceeds the predetermined number of occurrences, the class of the request to be preferentially selected in the arbitration of requests is indicated. When a request read from a request buffer is matched with the indicated class of the request, a weighting value predetermined according to the class of the request is determined by searching the weighting table. The arbitration among the input requests is performed according to the arbitration priority pointer indicating the request to be won in the arbitration of requests and the determined weighting value.
