<P>PROBLEM TO BE SOLVED: To provide a pigment dispersion liquid having excellent dispersion stability even in a dispersion liquid having a high pigment concentration. <P>SOLUTION: The pigment dispersion liquid includes: a resin-coated pigment in which a pigment is covered by a resin dispersant; a polyoxyethylene-polyoxypropylene block copolymer; and water, wherein the concentration of the pigment is 12 mass% or more based on the total mass of the pigment dispersion liquid. The pigment is an azo pigment and the resin dispersant contains a hydrophilic structural unit (A) in a content of 15 mass% or less based on the total mass of the resin dispersant, and a hydrophobic structural unit (B) represented by general formula (I), the content ratio of aromatic rings is 20% or less based on the total mass of the resin dispersant, and the structural unit (A) contains at least a structural unit derived from (meth)acrylic acid.
