PROBLEM TO BE SOLVED: To provide a method for producing tissue for household use, which contains cotton fibers having a short and uniform length, combines softness and bulkiness, and has defibration property in water, and to provide the tissue for household use. SOLUTION: The method for producing the tissue for household use includes: a crushing step (step S1) to crush the cotton fibers by a rotary cutter-crusher to form crushed cotton having a fiber length of 1.0-2.5 mm; and a paper-making step (step S3) to form the paper by blending 5-30 wt.% of the crushed cotton formed in the crushing step.
