PROBLEM TO BE SOLVED: To provide a communication device capable of receiving an incoming call within the prescribed time even when turned to be in an off-hook state not intended by a user due to an earthquake. SOLUTION: The communication device includes a communication section, an operation section, a timing section and a receiver. The communication device further includes: a state detection section for detecting in which state the receiver is, off-hook or on-hook; an earthquake information calculation section for receiving an emergency earthquake report using the communication section and calculating the earthquake information; an incoming call control section for controlling the permission/inhibition of incoming call processing corresponding to off-hook/on-hook; a time monitoring section for measuring the elapsed time after detection by the timing section when the emergency earthquake report is detected by the earthquake information calculation section; and a state control section for instructing the incoming call control section to permit the incoming call processing regardless of the off-hook/on-hook in the state that the measured elapsed time is within the prescribed time.
