PURPOSE: A user identification apparatus and a ubiquitous identity management system are provided to enhance the information protection function for the remote connection of a working system by providing an enhanced service authentication function for a user. CONSTITUTION: A user authentication device(110) performs a service authentication by combining biometric information recognition result with an authorized certificate and/or single time secret code. A terminal(120) is connected to a VPN(Virtual Private Network) according to the performance result of a service authentication by the user authentication device. An information protection relay server(140) controls the connection between the terminal and the VPN. A server information protection system performs the access control function for an internal server based on an electronic signature authentication method of an authorized certificate.
