PROBLEM TO BE SOLVED: To provide a failure detector for a charging controller, easily detecting a failure of a bypass section, the charging controller for applying a bypass current from the bypass section selectively connected in parallel to cell batteries and balancing charging voltages between the cell batteries. SOLUTION: When a bypass control section 14 controls a bypass switch SW1 in the bypass section 19-1 to be turned from OFF to ON or from ON to OFF, a voltage detecting section 13 detects a change in terminal voltage Va1 of the bypass section 19-1. If the terminal voltage Va1 detected by the voltage detecting section 13 does not change even when the bypass switch SW1 is controlled from OFF to ON or from ON to OFF, the failure detecting section 15 determines that a failure occurs in the bypass section 19-1.
