PROBLEM TO BE SOLVED: To provide an opportunity for easily changing a message passing pattern. SOLUTION: A cell phone 1 includes: a detection unit 12 for detecting the state of the inside of a terminal; a data base 11 for storing management data in which information to be advised related to a message to be conveyed to a user and output information representing output conditions of the message are associated; a determination unit 13 for determining whether there exists information to be advised that satisfies the output conditions by reading the management data in the data base 11 and comparing the sate information representing the state detected by the detection unit 12 with the condition information in the management data; and an output unit 14 for outputting a message based on the information to be advised when it is determined that there exists information to be advised that satisfies the output conditions.
