PROBLEM TO BE SOLVED: To provide an elevator counterweight frame capable of avoiding the risk of fracture of the counterweight frame, reducing the risk of dropping of a counterweight piece, saving the space or increasing the weight of a counterweight by efficiently mounting the counterweight piece to the counterweight frame, and being manufactured at low cost; and an elevator device with the same. SOLUTION: The elevator counterweight holds a plurality of counterweight pieces within a counterweight frame provided by a pair of vertical frames, an upper frame connected to upper ends of the vertical frames, and a lower frame connected to lower ends of the vertical frames. The vertical frames, the upper frame, and the lower frame are formed by cutting and bending a face plate. The vertical frames are provided with notched holes for fixing the counterweight pieces.
