PROBLEM TO BE SOLVED: To provide a paper feeding device, and an image forming device provided with the paper feeding device for preventing double feed of paper even when the idling torque of a retard roller is set to be small, while preventing an increase in a device size and manufacturing costs. SOLUTION: The paper feeding device KP for conveying sheet material T includes: a feed roller 81a; the retard roller 81b having a shaft member 811 and a roller body 812; a torque limiter 71 jointed to the shaft member 811; a retard roller driving part 72 jointed to the shaft member 811 for rotating and driving the retard roller 81b in a reverse direction to the conveyance direction of the sheet material T; a clutch 73 that can be switched between a connection state and a cut-off state; a double feed detection part 74 detecting the double feed state of the sheet material T, and a control unit 84 bringing the retard roller driving part 72 into a driving state, and bringing the clutch part 73 into a connection state when a double feed state is detected.
