PROBLEM TO BE SOLVED: To provide a soundproof flooring material which enables a low-hardness and low-specific-gravity material to be used as a wood base material, which reduces manufacturing labor, and which establishes compatibility between soundproof performance and a sense of walking. SOLUTION: This soundproof flooring material 10 includes the plate-like wood base material 12 with a specific gravity of 0.2-0.4, a surface strengthening layer 13 which is provided on the top surface of the wood base material 12 and which is higher in hardness than the wood base material 12, and a buffer material 14 which is attached to an undersurface of the wood base material 12.
