PROBLEM TO BE SOLVED: To provide a steering wheel which restrains a conductive wire rod for connecting an external part of a covering part and a heating element from being disconnected by the burr cutting part of a metal mold device. SOLUTION: A steering intermediate body 13A is formed of a cover member 30 arranged round a connecting part of rim part core metal 17 and spoke part core metal 19 and a heater element 40 on the cover member 30 as at least a constituting member, and is arranged in a cavity 63 of the metal mold device 60 with at least the cover member 30 of the steering intermediate body 13A and the sheet-like heating element of the heater element 40 as an insert member, and a molding material is supplied in the cavity 63 while bringing the respective burr cutting parts 64 and 65 of a fixed mold 61 and a movable mold 62 into pressure contact with part (the cover member 30) of the insert member, and a first resin covering part is formed around the cover member 30 and the heating element.
