PROBLEM TO BE SOLVED: To provide a vibration damping composition, a vibration damping substrate and a vibration damping sheet, wherein vibration damping property at an elevated temperature is further improved. SOLUTION: The vibration damping composition comprises a millable silicone rubber and, when molded into a sheet of 1.8 mm thick, achieves a hardness of≤60 measured using a type C hardness tester after 10 sec. The vibration damping substrate 2 is the sheet obtained by molding the vibration damping composition. The vibration damping sheet 1 is equipped with the vibration damping substrate 2 and a constraint layer 3 laminated on one side of the vibration damping substrate 2.
