<p><P>PROBLEM TO BE SOLVED: To determine a route of a flow on a network so as to suppress increase of power consumption of the overall network. <P>SOLUTION: In a link definition table 8, for each of links constituting an NW, costs by using the link are defined. When a network status-measuring units 14 detects that any node is in a wake state, a link cost management unit 11 rewrites link costs of all the links flowing into the node with a minute valueδ.
