PROBLEM TO BE SOLVED: To raise convenience for a person who does not concern driving by individually releasing a plurality of portable terminals in which input operations are set as invalid by instructions of Bluetooth system using a Felica system. SOLUTION: In operation lock where the input operations of the portable terminal 20 are set as invalid by a Bluetooth signal to be transmitted from an on-board communication device 10, a release request for releasing the operation lock to one of an on-board side transmitting/receiving parts 41-43 arranged to a driver's seat and seats other than the driver's seat is transmitted via the Felica system. A content determination part 11A of on-board side release request which receives the release request on the on-board side transmitting/receiving part has a function of determining whether the release request is output from the driver's seat based on the release request, when the release request is output from the driver's seat, releasing the operation lock of the portable terminal 20, and when the release request is output from the seats other than the driver's seat, continuing the operation lock.
