PROBLEM TO BE SOLVED: To provide an ALC panel and a bar arrangement method for the ALC panel with optimum reinforcing bars (vertical reinforcements) embedded in the whole of the ALC panel requiring predetermined flexural strength. SOLUTION: The ALC panel requiring predetermined panel flexural strength includes cage-like reinforcing bars embedded in the panel, the cage-like reinforcing bars being formed by connecting two grated reinforcing bar mats comprising vertical reinforcements extended along the length direction of the ALC panel and horizontal reinforcements orthogonal to the vertical reinforcements. In the ALC panel, the vertical reinforcements that can obtain allowable bending moment opposed to the maximum bending moment of the panel due to the clearance of panel mounting anchors embedded near both ends of the panel are embedded in the whole panel.
