PROBLEM TO BE SOLVED: To provide a technology for performing radio communication by using an idle frequency band while reducing the influence affecting other systems in an inter-vehicle communication system. SOLUTION: In the inter-vehicle communication system, on-board communication devices perform the radio communication using a usable frequency band among predetermined frequency bands, and the inter-vehicle communication system includes: a monitoring system which scans use situations of the predetermined frequency bands to detect the usable frequency band in the inter-vehicle communication; a notification system which notifies the on-board communication devices of the detected usable frequency band by the radio communication; and the on-board communication devices each of which includes a receiving means for receiving notification from the notification system, and a communication control means for performing the radio communication using the notified frequency band.
