PROBLEM TO BE SOLVED: To provide an image forming apparatus that effectively recycles used developer and has improved cleaning performance. SOLUTION: The image forming apparatus includes: a transfer member 40 to which an image developed by a latent image carrier 10 is transferred; a cleaning part 18 for cleaning the latent image carrier 10; a cleaning roller 81 for cleaning the transfer member 40; a blade 811 for cleaning the cleaning roller 81; a first storage part 87 for storing recovered matter scraped by the blade 811; a cleaning blade 82 for cleaning the transfer member 40; a second storage part 88 for storing the recovered matter scraped by the cleaning blade 82; an application part for applying the recovered matter, stored in the second storage part 88, to the cleaning roller 81; and a transfer path 770 for transferring the matter recovered by the cleaning part 18, to the first storage part 87.
