PROBLEM TO BE SOLVED: To provide a communication system capable of accurately determining a distance between radio devices based on a strength of a receiving signal even under a multi-path environment. SOLUTION: Each of base stations 1-16 refers to a distance identification function indicating a distribution in distances of receiving signal strengths previously measured under a multi-path environment to calculate certainty (=probability) of distances between the base stations 1-16 and radio devicees 21-30 corresponding to a receiving signal strength detected when identifying the distances. The distance corresponding to such a distance identification function as to obtain the maximum certainty (=probability) is detected as an identification distance between the base stations 1-16 and the radio devices 21-30.
