PROBLEM TO BE SOLVED: To provide a method for manufacturing coal-based material oil for more easily and efficiently manufacturing needle coke with a low coefficient of thermal expansion when the needle coke is manufactured using the coal-based material oil; and to provide a method for manufacturing needle coke.

SOLUTION: The method for manufacturing coal-based material oil for manufacturing needle coke is disclosed, wherein toluene-soluble and acetone-insoluble matter in the coal-based material oil is made to be 8.0 wt.% or more by distributed processing of the coal-based material oil when the coal-based material oil for manufacturing needle coke is obtained using the coal-based material oil in which a quinoline-insoluble matter is 0-10 wt.% and a toluene-indissoluble and quinoline-soluble matter is 1-10 wt.%.
