PROBLEM TO BE SOLVED: To provide a rubber composition in which inconvenience such as rubber cutting and boring of sheet is hardly generated even when thin gauge is performed as an inner liner and a manufacturing method therefor, and to provide an inner liner comprising such a rubber composition and a pneumatic tire using the inner liner. SOLUTION: The rubber composition is characterized in that the shrinkage at a temperature of 40°C at non-vulcanization is 15% or less. Further, the inner liner is characterized in that it comprises the rubber composition, and the pneumatic tire is characterized in that the inner liner is used.
