<p><P>PROBLEM TO BE SOLVED: To provide a wire harness protective material which is excellent in shock-absorbing properties and improves workability in routing a wire harness, and to provide a method of manufacturing the same. <P>SOLUTION: The wire harness protective material 10 to be wound on the outer periphery of a bundle of electric wires includes: a first flat sheet layer 12 made of synthetic resin, a second sheet layer 13 made of synthetic resin overlapped on the first sheet layer 12, and provided with intermittent projections 16 each having a flat top part 16A, and an adhesive layer 14 to be arranged on the surface opposite to the first sheet layer 12 of the second sheet layer 13.
