PROBLEM TO BE SOLVED: To provide a device for piercing a cylindrical workpiece and a device for forming the cylindrical workpiece which are excellent in machining accuracy. SOLUTION: A lower die includes die slides 20 including piercing dies 28, punch slides 30 and cam returns 40 which are arranged radially and an upper die includes punch drivers 60 and die drivers 80. The peripheral wall 107 of the cylindrical workpiece 100 is pressed with the piercing dies 28 by moving respective die slides 20 simultaneously with the die drivers 80 in accordance with the lowering of the upper die and pierced holes are pierced on the peripheral wall 107by lowering cam returns 40 by the tops of the punch drivers 60 and simultaneously moving respective punch slides 30 forward.
