PURPOSE: Pipe connecting device and method using the same are provided to enable the pipe connecting device to be assembled by the inserting of a sleeve member into between pipes without the movement of the pipe. CONSTITUTION: A pipe connecting device comprises a sleeve member(200), a band member(300), and first and second slot rods(400a,400b). One and the other sides of the sleeve member are inserted into the ends of two pipes. The sleeve member is formed from an elastic material. The protrusion of the sleeve member makes tight contact with the end of the pipe to seal the pipe. The band member comprises an extended portion(310), a bent portion(320), a pair of slot units(324), and openings(325). The extended portion protects and presses the outer circumferential surface of the sleeve member. The bent portion is formed at both ends of the extended portion.
