PROBLEM TO BE SOLVED: To provide a transfer medium manufacturing method that performs satisfactory transfers to a target by heightening adhesion of a coloring layer with a resin layer, and to provide a transfer medium. SOLUTION: The transfer medium manufacturing method is intended for manufacturing a transfer medium 58 where a color material being transferred to the target is attached to the film 13. The method includes: a step of forming the coloring layer 51 by attaching ink with the a coloring material to the film 13; and a step of forming an adhesion layer 64 by attaching a liquid adhesive with a resin to the film 13 in a previous step where the ink is dried, and a second intermediate layer 63 where the ink and liquid adhesion are mixed.
