A target amount of lift is determined such that a decrease in fuel efficiency can be controlled. Current environmental conditions (PA, TA) are detected for environmental conditions, surrounding an internal combustion engine, including at least an intake temperature and an atmospheric pressure. A storage means for storing a map (90) indicating the relationship between a volume of intake air and the amount of lift of an intake valve under standard environmental conditions (PA_STD, TA_STD) is provided. A volime of intake air (GALTHCMD) required by an internal combustion engine is calculated, and the required volume of intake air under the standard environmental conditions is corrected to indicate a volume of intake air required under the current environmental conditions. A target amount of lift (ALCMD) corresponding to the required volume of intake air thus corrected is calculated based on the required volume of intake air (GALTHCMD) thus correctedand with reference to the map stored in the storage means. |
