PURPOSE: An image processing device, an image processing method and program thereof are provided to supply a program by recording the program to a recording medium. CONSTITUTION: A memory unit encodes pictures which comprises a frame sequential that arranged by turns. A memory unit memorizes a decoded image which is obtained by performing a local decoding as a reference pictures. A memory control unit controls the memory unit to enable the nearest pictures to a encoding target picture to a memory unit.
