PURPOSE: An image signal processing device, an image signal processing method, an image display device are provided to effectively input an entire neighboring time point images of a subject about a total neighboring cubic image display device by establishing a method which effectively encodes an total neighboring time point images of the subjects. CONSTITUTION: An image signal processing device(20) supplies total neighboring time point images including a plurality of time point images corresponding to the provided time point of a circle to enable the subject to be at the center. The image signal processing device includes an arrangement unit, an encoding unit. The arrangement unit arranges difference of time corresponding to total neighboring time point images. The encoding unit generates video encoding signal as encodes the time point images by using encoding method including prediction between frames.
