PROBLEM TO BE SOLVED: To provide a moisture permeation waterproofing film which is used as a material when obtaining a moisture permeation waterproofing cloth in which water pressure resistance hardly fall off even if repeating wash. SOLUTION: The moisture permeation waterproofing film consists of a microporous membrane which mainly comprises a polyurethane resin. The moisture permeation waterproofing film includes 1-9 mass% of a fluorine-based water repellent, and 0.1-2 mass% of an oil-soluble fluorine-based surfactant. The moisture permeation waterproofing film can be obtained by the following method. First, a resin composition for microporous membrane forming which consists mainly of a polyurethane resin and comprises dissolving or dispersing 1-9 mass% of a fluorine based water repellent, and 0.1-2 mass% of an oil-soluble fluorine-based surfactant in N,N-dimethylformamide is applied on a mold release material surface, continuously is immersed in an aqueous solution which contains at most 30 mass% of N,N-dimethylformamide to make the resin composition for microporous membrane forming solidify and a microporous membrane is formed. Then, the mold release material and the microporous membrane are exfoliated and the mold release material is removed to obtain the moisture permeation waterproofing film.
