PROBLEM TO BE SOLVED: To create a background image capable of maintaining extraction accuracy of a mobile body with a small processing load even when illuminance variation occurs in extracting the mobile body from a photographed image in a background differential method. SOLUTION: When a background image is recreated according to the illuminance variation, an image processor estimates a luminance value of an image (P2 in Fig.1(C)) in an area where the background cannot be created by being blocked with the mobile body as a feasible value of a background image used after the illuminance variation from the relationship of luminance values at the identical pixel position in both of a background image (Fig.1(A)) before the illuminance variation and a photographed image (Fig.1(B)) in illuminance after the variation by a conversion expression (converting the luminance value before the illuminance variation into a value after the variation) acquired as an approximate expression, and complements the background image with acquired estimated value.
