PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor for high definition printing which has high sensitivity characteristics in a wavelength region of 405±20 nm, excellent environmental stability and stable characteristics even in repeated use, and to provide an image forming apparatus having the photoreceptor. SOLUTION: The electrophotographic photoreceptor includes a charge generating layer and a charge transport layer, successively layered on a conductive substrate, wherein the charge transport layer contains a phenylene diamine compound expressed by general formula (I) as a charge transporting substance, and the charge generating layer contains titanyl phthalocyanine as a charge generating substance, which has a crystalline form showing diffraction peaks at Bragg angles (2θ±0.2°) of 7.5°, 12.3°, 16.3°, 25.3°and 28.7°in an X-ray diffraction spectrum. In general formula (I), Ar represents an aryl group which may have a substituent; R<SB>1</SB>and R<SB>2</SB>each independently represent a hydrogen atom, a halogen atom, an alkyl group or an alkoxy group; R<SB>3</SB>represents a hydrogen atom, a halogen atom, an alkyl group or an alkoxy group which may have a substituent; k represents an integer of 1 to 5; and l and m each represent an integer of 1 to 4.
