PROBLEM TO BE SOLVED: To provide a separating pad which achieves sufficient sheet separating performance and a desired carrying force by optimizing a separating load on sheets independently of the types of the sheets, and to provide a sheet feeder and an image reader. SOLUTION: The separating pad 20 includes a nip part formed in a sheet feeding path between a feeding roller 13 and itself, and a separating pad part 21 for feeding the plurality of sheets one by one through the nip part. The separating pad part 21 includes a first separation region 100 holding the sheets with regard to the feeding roller 13, a second separation region 200 in contact with the sheets at a position not in contact with the feeding roller 13, and a thrust region 300 pressing the sheets against the feeding roller 13 at a position not in contact with the feeding roller 13.
