PROBLEM TO BE SOLVED: To surely start an engine by accumulating sufficient rotational torque relative to a torque-accumulation spring independently of a value of rotation resistance of the engine. SOLUTION: A rotation regulating mechanism 17 for regulating transmission of rotational torque accumulated in a torque-accumulation spring to an engine includes: a regulating ratchet 18 provided at an eccentric position of a driving pulley 11; and a presser means 40 engaged with the regulating ratchet 18 from a starter case side to regulate operation of the regulating ratchet 18 with a predetermined elastic pressure. When the rotational torque stored in the torque-accumulation spring exceeds the elastic pressure, the regulating ratchet 18 is moved to a position for releasing the engagement with the presser means, and releases the rotational torque stored in the torque-accumulation spring to rotate the driving pulley 11, and the engine is thereby started.
