A plurality of voltage changing circuits (41) are provided in a changing unit (40) to detect the spontaneous change of a reference voltage by relatively changing the reference voltage in a plurality of steps. The relative change range of the reference voltage by the voltage changing circuits (41) is set within used voltage ranges (81, 82) which are parts of the total voltage range (80) of cells (1a to 1d). This avoids providing the voltage changing circuits (41) so as to be able to relatively change the reference voltage with respect to the total voltage range (80) of the voltages of the cells (1a to 1d). As a result, the minimum number of voltage changing circuits (41) for each of the cells (1a to 1d) is required and therefore the circuit scale of an assembled battery control device (2) is prevented from increasing.
