A transmitter apparatus is provided which can precisely estimate an available band of network even for a high frequency band. A transmitter terminal (11), which can estimate an available band, comprises: a timer unit (201) for generating a signal the period of which is a predetermined unit time interval; a packet train generating unit (202) for generating, as a measurement packet, a packet to be periodically transmitted at unit time intervals and for generating, as adjustment packets, packets which are inserted between two measurement packets and the number of which is in accordance with a band to be measured; a transmitting unit (203) for periodically transmitting the measurement packet, which includes transmission time point information, at the unit time intervals and also transmitting the adjustment packets between the transmissions of the two measurement packets to a receiver terminal (12); a receiving unit (207) for receiving, from the receiver terminal (12), return information obtainable from reception time points at which the receiver terminal (12) receives the measurement packets; and a deciding unit (208) for deciding an available band by use of the return information.
