PROBLEM TO BE SOLVED: To reduce the size of a device with respect to a heat exchanging device and a heating element storing device using the same. SOLUTION: A blower device for first environment (outside air blower device 12) or a blower device for second environment (inside air blower device 13) is constituted by disposing two blowers while rotating shafts are positioned vertically to an inflow face of a heat exchanger, a partition plate 16 is disposed to partition two blowers, and a clearance gap is formed between the inflow face of a heat exchanger 14 opposed to the blowers and a tip of the partition plate 16, thus reducing the size of the heat exchange device.
