PROBLEM TO BE SOLVED: To provide a device and method for observation and analysis to reduce storage capacity. SOLUTION: For each of operation processings performed through a plurality of processes, operation processing information is stored in which a process for performing the operation processing and an object that the process uses are associated with each other. A delayed operation processing being an operation processing whose operation is delayed is discriminated from among a plurality of operation processings having been performed. Then common operation processings being other operation processings using an object used in the delayed operation processing are specified with reference to operation processing information. A process using an object which is not used for the delayed operation processing is specified among processes for performing the specified common operation processings to perform control to lower the priority that the specified process is performed.
