PROBLEM TO BE SOLVED: To provide a developing method for obtaining a stable image when a toner is used for a long period of time even in various environments. SOLUTION: The developing method includes steps of: regulating a toner on a toner carrier by use of a toner layer-regulating member; and developing an image on an electrostatic latent image carrier with the toner on the toner carrier, wherein the surface layer of the toner carrier essentially comprises a urethane resin or an acrylic resin and contains resin particles so as to form projections on the surface. When the surface layer essentially comprises a urethane resin, the resin particles are urethane resin particles, whereas when the surface layer essentially comprises an acrylic resin, the resin particles are acrylic resin particles. The surfaces of the resin particles are partially coated with inorganic fine particles. The toner comprises toner particles and a silica fine powder externally added thereto, wherein the silica fine particles are treated with at least a dimethyl silicone oil to impart hydrophobicity.
