PROBLEM TO BE SOLVED: To attain efficient operation of cash to reduce a burden on a deliverer. SOLUTION: In collecting sales and change-order money in a fixed period, the number of bills by denomination actually decreased as change and its total amount are calculated as an amount of change ordered, based on depositing/dispensing history in the fixed period stored in a storage section, and the total amount of the sales is calculated. Bills equivalent to the calculated total amount of sales and the amount of change ordered are delivered from a deposit bill storage cassette 14 and from a change bill storage cassette 13 if necessary, and stored in a bill collecting cassette 16. Only bills equivalent to the total amount of sales and the amount of change ordered are collected by the bill collecting cassette 16. Only the amount of change equivalent to the amount actually consumed as change in the change depositing/dispensing device is prepared in a cash management center to be delivered.
