PROBLEM TO BE SOLVED: To provide a rotation detecting device with a novel structure, capable of improving a detection distance and accuracy, and to provide a method of manufacturing the same. SOLUTION: A detection side 18 and a magnet side 20 in a magnetic sensor 12 are made planes being obverse and reverse and parallel to each other, and a detecting face exposed on the surface 40 of a case 16 and opposed to a rotor is formed of the detection side 18, while a permanent magnet 14 is superposed directly on the magnet side 20. An engaging part 24 made to engage in a projection-recess manner with the case 16 in the outer peripheral surface 22 of the portion of the magnetic sensor 12 embedded in the case 16 is provided and thus slip-out of the magnetic sensor 12 from the case 16 is prevented by the engaging part 24.
