PROBLEM TO BE SOLVED: To provide a compound capable of modulating CXCR3 activity. SOLUTION: A new piperazine-piperidine substituted with pyridyl and phenyl groups, having CXCR3 antagonist activity; a pharmaceutical composition containing one or more such antagonists; one or more such antagonists each combined with another(other) compound(s) having chemokine activity; one or more such antagonists each combined with well-known immunosuppressive agent(s); a method for preparing such antagonist(s); and a method for using such antagonist(s) for modulating CXCR3 activity; are provided.
