PROBLEM TO BE SOLVED: To provide a three-dimensional shape display device for reducing the number of models which should be held for each three-dimensional model, and for simplifying the models, while keeping arbitrary features which should be emphasized. SOLUTION: When viewpoint information is changed, a distance calculation portion 3 calculates a distance between a three-dimensional model and a viewpoint. A facility detail level determination portion 4 determines the levels of details of a facility corresponding to the distance calculated by the distance calculation portion 3. When a simplification model corresponding to the levels of details of the facility is not stored in a data management portion 6, a simplification model creating portion 5 divides an area into an area which is illuminated with parallel light beams from a recommended observation direction to the three-dimensional model and an area which is not irradiated with the parallel light beams, and applies proportional levels of details to set the levels of details of the region irradiated with the parallel light beams to be higher than that of the region which is not illuminated with the parallel light beams, to create a simplification model.
