A plurality of base stations (10_1 - 10_3) constituting a mobile communication system (1) respectively form individual cells (11_1 - 11_3) for wireless communication where home cells which cause interference on macro mobile stations can be easily identified and properties such as the signal strength thereof adjusted in order to reduce the interference on macro mobile stations. A network device (50) makes the first base station candidate that should reconfigure the cell reconfigure the cell among the base stations (10_1 - 10_3). The first base station candidate is selected on the basis of wireless resources used by each base station (10_1 - 10_3) when forming each cell (11_1 - 11_3). Alternatively, the first base station is chosen on the basis of the up-link interference on each base station (10_1 - 10_3).
