<P>PROBLEM TO BE SOLVED: To provide a discharge lamp lighting device and a luminaire hardly causing an extinction upon starting thereof. <P>SOLUTION: Upon a start operation, by maintaining only one switching element Q3 in an OFF state among switching elements Q1-Q4 constituting a full bridge circuit, a DC component is generated in a lamp voltage output to a discharge lamp.
