PROBLEM TO BE SOLVED: To move a robot, while suitably inferring an operator's operation intent. SOLUTION: A ZMP detection means 22 detects a ZMP position of the robot moving along a ground surface (traveling surface), an operation purpose inference means 44 infers an operation purpose, based on the ZMP position moved by a force applied from the operator to the robot which is detected by the ZMP detection means 22, and a movement means 42 moves the robot based on the operation purpose inferred by the operation purpose inference means 44.
