PROBLEM TO BE SOLVED: To provide a lighting device and a luminaire which do not perform lighting operation beyond a lifetime, and prevent almost contemporary unlighted states of all devices even when many apparatuses are used contemporarily on a same floor. SOLUTION: A third set time is provided as a lifetime of the lighting device 1. When an energization time of a lighting circuit 2 reaches the third set time, the lighting operation is stopped and the lighting operation is not performed any more. A first set time is provided as a nominal lifetime of the lighting device 1. A second set time is provided as a designed lifetime determined by a life of an electronic component for structuring the lighting circuit 2. Since the lighting operation of the lighting device 1 until the nominal lifetime is satisfied and the lighting operation beyond the designed lifetime is not continued, an unsafe state can be prevented. In addition, the third set time is determined to be different from one lighting device to another.
